Can my younger brother marry my wife's younger sister who was divorced in her earlier marriage?

    Allah says is Surah Nisa, Ayah 23:

    Forbidden to you (for marriage) are: your mothers, your daughters, your sisters, your father's sisters, your mother's sisters, your brother's daughters, your sister's daughters, your foster mother who gave you suck, your foster milk suckling sisters, your wives' mothers, your step daughters under your guardianship, born of your wives to whom you have gone in - but there is no sin on you if you have not gone in them (to marry their daughters), - the wives of your sons who (spring) from your own loins, and two sisters in wedlock at the same time, except for what has already passed; verily, Allah is Oft-Forgiving, Most Merciful.

    So if your wife's younger sister who is divorced does not fall into any of these catergories, there is no reason why she cannot marry your younger brother, as long as he is Muslim. (If there are any complexities that you have not mentioned here, I would suggest you consult with an Imaam, e.g I am assuming that your brother has never married the prospective sister's mother and is not married to another of her sisters, or the prospective sister has never married your father or any of your other brothers, etc).
