  1. No you cant.
You can talk to him when you are accompanied with your mehrum male. You cannot talk to him without the presence of your mehrum male.
shaytaan will be the third company between you and him.

  2. You can, and you should. Do not marry a stranger. You should be speaking with him in order to determine if you share the same values, have the same life goals, and will be suitable partners for each other.

  3. OP: Can I speak to my fiance on mobile with the prior permission of our parent’s .............? Usually I talk to him just like a good friend in private

If you already talk to him in private like a good friend why not on mobile. Talking too much may make you bored. Your fiancee may ask you to do some thing which you may or may not do and regret........You may run out of things to talk about if you talk every day.......

  4. Assalam o alikum wrhmatullah wbarakatuhu
if you really want to talk to him to know him
then you should only talk to him about those things you can find out about his character.
    you shouldnt go unislamic.
If he ever ask you for anything wrong you should ask him to stop and refuse to do that.
Your iman should be very strong while talking to him.
    never meet him alone
if you want to meet then in presence of any adult of your family.
May Allah give us all hidaya.
remember better not to talk and wait till marriage
