I am writing this post on regards to take an decision for my neighbour.
My neighbour named "Muhammed Rehan" aged 4 years was suffering from 'severe hemophilia'. Is circumcision necessary for boy with hemophilia?
When we consulted the doctors they say there is an surgery required. Even though it is costly they say a chance of his future survival is less (more risk after the age 7). His family and us are totally worried and confused.
So I request you to kindly pray for us and tell us an decision whether we can go for further circumcision/surgery or not. Pray for us and waiting for your response.

That said, you need to speak to doctors and see what they advise, will circumcising the child put his life in great danger? or not, once you have obtained that information, put your question to someone of knowledge, sometimes on this site excellent advice is given, sometimes some strange advises are offered, i think this situation ( where a child life may be at risk) is too serious, to base your decision on the opinion on what those of us who are not medical trained may 'think'
I am not sure what 'surgery' you are referring to, but again, you need to speak with those that have a better understanding of the little boys condition, nobody here can possibly tell you to go ahead with surgery for the little boy, while we do not know his medical history, and even if we did, are not in the position to offer sound medical advice, if after you have received all necessary advice from doctors etc, you can pray salatul istikhara if you are still unsure about what to do
May Allah ease the situation for the little boy and his parents inshallah.
walikum salam , what i have read its waived off if any harm for adults that means if there can be complication then its not fard , i asume you should not do it because it can harm him , this dissease you have mentioned is very dangerous it prevents blood from clotting .

Circumcision is obligatory for men according to the majority of scholars, and it is one of the sunan al-fitrah (the actions connected to the sound nature of man), as the Prophet (peace and blessings of Allaah be upon him) said: “The actions of the fitrah are five: circumcision, shaving the pubic hair, trimming the moustache, clipping the nails and plucking the armpit hairs.” Narrated by al-Bukhaari, 5441; Muslim, 377.
Al-Bukhaari (3107) and Muslim (4368) narrated that Abu Hurayrah (may Allaah be pleased with him) said: The Messenger of Allaah (peace and blessings of Allaah be upon him) said: “Ibraaheem (peace be upon him) circumcised himself when he was eighty years old.”
But that fuqaha’ have stated that if an adult fears that circumcision may harm him, then it is waived in his case. Ibn Qudaamah (may Allaah be pleased with him) said: “Section: With regard to circumcision, it is obligatory for men and an honour for women, but is not obligatory for them. This is the view of many of the scholars. Ahmad said: It is more obligatory for a man, because if a man is not circumcised, then that skin is covering the glans and it cannot be cleaned properly. And it is less important for women.”
Abu ‘Abd-Allaah (i.e., Imam Ahmad) said: Ibn ‘Abbaas was very strict on this issue. It was narrated from him that there is no Hajj and no prayer for one who is not circumcised. But al-Hasan granted a concession with regard to that, and said: If a person becomes Muslim, it does not matter if he is not circumcised. He said: Black and white people became Muslim, and no one examined them, and they did not get circumcised. The evidence that it is obligatory is that covering the ‘awrah is obligatory, and if it were not for the fact that circumcision is obligatory it would not be permissible to transgress the sanctity of the person being circumcised and look at his ‘awrah in order to carry out this procedure. And this is one of the symbols of the Muslims. So it is obligatory, as are all the other symbols of Islam. If an adult man becomes a Muslim and he fears that being circumcised will harm him, it is waived in his case, because ghusl and wudoo’, etc are also waived if there is the fear that they will cause harm, so it is more appropriate that circumcision be waived (in this case). If a person is sure that he will not be harmed by it, then he has to do it. Hanbal said: I asked Abu ‘Abd-Allaah about the dhimmi (Jew or Christian living under Islamic rule) who becomes a Muslim: Do you think that he needs to be circumcised? He said: It is essential. I said: Even if he or she is old? He said: I like for him to be purified by that, because of the hadeeth: “Ibraaheem (peace be upon him) circumcised himself when he was eighty years old.” And Allaah says (interpretation of the meaning): “it is the religion of your father Ibraaheem (Abraham)” [al-Hajj 22:78].

With the advances in the field of medicine, circumcision has become a safe procedure in most cases, so you should hasten to get circumcised and fulfil this obligation, follow the example of the Prophets, preserve your sound human nature (fitrah) and be on the safe side with regard to worship.

Female circumcision - female genital mutilation - is different from male circumcision. I am not aware of any mutawatir evidence supporting the practice, and the ahadith that are often mentioned in debates about the issues have not been universally accepted as sahih. Scholars, policy makers and healthcare professionals around the world are in agreement that female circumcision/female genital mutilation should not be carried out.

Agreed. Scholars from all over the world have condemned the practice. It is destructive and unnecessary. Just today it's in the news that a 17 year old girl from Egypt died after undergoing the procedure, la hawla wa la quwwata il-la billah. In my opinion, there should be serious punishments for people still trying to impose this procedure. Public caning would be just about right.

Hemophilia is a life long condition. Certain blood clotting factor/s are deficient in this condition. It can be mild, moderate or severe depending upon how much clotting ability does the blood of the patient have as compared to normal individuals.
These children should ideally be given 'recombinant factor' regularly to keep clotting within acceptable limits and prevent serious bleeding within brain and other body parts.
Depending upon which country you live in, you should consult a pediatric hematologist about using recombinant factor regularly for prevention of bleeding as well as advice on possibility of surgery if the clotting factor can be brought into an acceptable range. I could go on and on with the medical jargon but if you live in the subcontinent, I would also advice you to seek medical care in a tertiary care hospital with both pediatric medicine and pediatric surgery departments as some big hospitals do not have both departments. The family better take opinion from a specialist doctor. He/she can Inshallah advice about the safety of circumscision as they would probably have experience of such cases of 'severe hemophilia'.
Life expectancy in this condition cannot be predicted exactly. It depends on
many factors. I can safely say that being scared and worried for the child just because somebody gave a wrong estimate of his life years is not going to help anybody. This is misguidance. Life and death is with Allah alone. Our job is to do the best with whatever resources we have till we live.
Lastly, hemophilia can be an inherited condition and another sibling may have a similar condition. There are methods to diagnose this condition before birth of a child and parents need to be aware of that in case of a future pregnancy. This too should be discussed with your specialist.

I would like to clarify my statement that worry and being scared will not help the child. My statement sounds harsh and I apologise for that. I did not mean it that way. Anybody would be very scared, worried and confused in this situation. Actually, your post suggests to me that the family has not been guided properly and further information about the child's condition still needs to be shared with them. Or maybe they have not been able to grasp the situation in the limited counselling time that the doctor had. I strongly suggest meeting the proper specialists.
Wrong medical guidance can cause a lot of avoidable loss.
